- Joint and Several Liability (JSL): Effective April 6th, 2026, recruitment agencies will be legally liable for any unpaid PAYE or National Insurance if their chosen umbrella defaults.
- The Fair Work Agency: A single, powerful enforcement body will oversee the sector from April 2026, ensuring that “business as usual” for rogue operators is no longer an option.
